The finance minister identified three key requirements for effective climate implementation: a sound policy framework, access to finance and the capacity to deliver projects at the country level. Aurangzeb highlighted Pakistan’s progress in strengthening its climate policy framework and its efforts to mobilise financing through domestic resources, international financial institutions, capital markets and climate funds,.

Referring to the 2022 floods, Aurangzeb observed that some international support remained unutilised despite generous pledges. He said this underscored the importance of developing suitable projects and strengthening implementation capacity at the country level.
