IISLAMABAD —The International Monetary Fund (IMF) has expressed concern over Pakistan's widening tax revenue shortfall and proposed emergency taxation measures to help the government meet its annual revenue collection target of Rs15.264 trillion,.

The global lender has reportedly raised concerns over a revenue gap of Rs129 billion in October and a cumulative shortfall of Rs96 billion during the first four months of the current fiscal year. discussions, the IMF has stressed the need to accelerate tax collection, describing the existing revenue performance as insufficient to achieve the agreed annual target.

The lender has also called for an improvement in Pakistan's tax-to-GDP ratio, emphasising the need to bring more economic activities and previously untaxed sectors into the formal tax system. Sources within the Federal Board of Revenue (FBR) said the government could consider additional taxation measures or reductions in public expenditure if the revenue shortfall continues to widen.

They added that upcoming reviews under the IMF programme could involve stricter revenue-related conditions, with emergency taxation options likely to feature in discussions if collection targets remain unmet. GST collection and broader tax base. The IMF has reportedly identified higher General Sales Tax (GST) collection at both federal and provincial levels as an important area for improving overall revenue performance.

The lender has also proposed strengthening tax collection from the retail, wholesale and agricultural sectors before the presentation of the next federal budget., the IMF wants authorities to demonstrate measurable progress in bringing these sectors into the tax net rather than relying primarily on existing taxpayers for additional revenue.

The global lender has further stressed the importance of expanding the tax base to cover professionals and other segments of the economy that remain outside the formal taxation system. Improving compliance and broadening the number of registered taxpayers are also considered essential to strengthening domestic revenue mobilisation.

Pressure under $7 billion IMF programme. Pakistan is currently implementing a $7 billion loan programme with the IMF, under which the government has committed to meeting several fiscal and structural benchmarks. Revenue mobilisation remains a central component of the programme, with the government expected to strengthen tax administration, improve compliance and reduce the gap between actual collections and agreed targets.

Sources said the IMF could make revenue-related requirements more stringent during subsequent economic reviews, particularly if the authorities fail to demonstrate progress in meeting fiscal commitments. The possibility of additional taxes or expenditure reductions could therefore emerge in policy discussions if the revenue gap persists.

However, the proposed emergency measures have not been formally announced as implemented decisions. The latest concerns highlight the challenges facing Pakistan in meeting its revenue commitments while maintaining fiscal discipline and expanding the country's tax base.
