Pakistan, KSA, Turkiye activate Makkah pact

The decision was taken at an emergency meeting of the Strategic-Political and Defense Committee of the alliance, held in Riyadh to discuss the security developments and threats facing Saudi Arabia. Saudi Arabia is currently engaged in an active conflict with Houthis of Yemen who have been targeting the various strategic and economic assets in the Kingdom.
Without naming anyone, the emergency meeting condemned in the strongest terms the attempted targeting of Makkah and Madinah, as well as continuing attacks targeting cities and civilian and economic facilities in Saudi Arabia. The three countries reaffirmed their unequivocal rejection of any attack or threat against the Kingdom's security and territorial integrity.
Pakistan and Turkiye also commended the vigilance and readiness of the Saudi Armed Forces and praised their professionalism and competence in countering threats and attacks against the Kingdom and safeguarding its security and territorial integrity. The committee reviewed the outcomes of political and military consultations held ahead of the emergency meeting and approved the recommendations submitted to it.

It reaffirmed that the Makkah Alliance for Defense represented a firm commitment to collective defence and a unified position in confronting threats. Under the decision, the three countries will immediately move towards practical implementation of their collective defence commitments and take necessary measures to provide the agreed military forces and capabilities, ensuring their rapid deployment in Saudi Arabia.
The deployment will be carried out in accordance with approved arrangements and the national legislation of the three participating countries, the joint statement said. These measures aim to enhance military readiness and integration and strengthen the collective capacity of the three countries to confront and counter threats.
The parties affirmed that the security of each member state is an integral part of the collective security of Pakistan, Saudi Arabia and Turkiye. The countries also decided to appoint Pakistan's Lt Gen (retd) Nauman Mahmood as the alliance's first secretary-general for a three-year term.
The parties welcomed the appointment and expressed confidence that Lt Gen Nauman would contribute to advancing the alliance and achieving its objectives. They said translating the Makkah Agreement into practical measures demonstrated the credibility of their commitment to collective defence, strengthened deterrence effectiveness, and reaffirmed their unity and determination to defend their security, sovereignty and territorial integrity.
The decisions were taken in accordance with the provisions of the Makkah Agreement for Joint Defense. The emergency meeting occurred amid heightened security concerns in Saudi Arabia, with the three countries reiterating their commitment to collective action in protecting the Kingdom and responding to threats against its territory and vital facilities.
The Makkah Joint Defence Agreement, formally the Makkah Alliance for Defence, is a defence pact between Pakistan, Saudi Arabia, and Turkiye signed into force on August 7, 2026. It builds upon the earlier Strategic Mutual Defence Agreement signed between Pakistan and KSA on September 17, 2025.
The pact's ratification was officially announced amidst the US-Israel-Iran war. The Makkah Alliance for Defence enshrines a collective security arrangement modelled on Article 5 of NATO, with its official announcement stating that "any armed attack against any one of the three states shall be regarded as an attack against them all".
